Rogue is Kurt's sister and they are BEST FRIENDS.

Well, not really. She is his sister, but that's only because Mystique, Kurt's biological mother, adopted Rogue. Of course, Mystique left Kurt to be adopted by other people, so they didn't grow up together. They had no idea they had any connection when they first met, Kurt even was flirting with her in their first meeting. It wasn't until a few months before Luceti that Kurt even learned that Mystique had been Rogue's adoptive mother, under another name and guise, at least. Although he already considered her a friend, Kurt immediately latched onto the idea of having family, contrived as it was, and tried to bond with Rogue, in spite of her protests.

Just before Luceti, however, Mystique was turned to stone in order to awaken Apocalypse. When Kurt and Rogue discovered that Mystique could be revived with Rogue's powers, Rogue refused to help her mother and in a flash of anger, sent the statue flying off a cliff to crash into the rocks below. After years of trying to bond with his real mother and find out his past, it was all taken away from him in one moment. Ultimately he felt robbed and cheated, while also mournful that he would never have the relationship with Mystique he had hoped for.

He was in Luceti soon after that, but after two months Rogue had followed him there. At first he was unwilling to have any relationship with her beyond being teammates, but he eventually came to forgive her for what happened and tried to mend their relationship. He's continued to try to form a closer bond with her, find out more about her past, and get her to open up... but he's made little progress. Or not as much as he would like. Even though she probably won't ever call him a 'brother', he won't give up on convincing her that the only thing he wants from her is a relationship, her powers don't matter to him.

On the note of her powers, they are worrying to him. He's not quite scared of them, but he is cautious and he is forced to be more hands off with her than he normally would. Unless one of them has gloves, the usual things like a helping hand up is something he has to withhold. Of all the X-Men he knows she has struggled with her powers in much the same way he has with his own appearance. It may not be exactly the same, but that feeling of isolation from people is one he's felt keenly. He only wishes she could feel the same kind of freedom he does in Luceti.
